Actually there were 146 "first" Master Chief Petty Officers. They were all promoted the same day, November 16, 1958. Listings of the names are available in clippings from Navy Times.

Master Chief Petty Officer of the Navy (MCPON) Del Black.

Black became the first Master Chief Petty Officer of the Navy Jan. 13, 1967.

Technically, there was none. Navy General Order 409 established the Chief Petty Officer rate (enlisted rank) for 9 of the then 12 Navy ratings (job titles) on 25 February 1893. All personnel who were P.O. First Class in those 9 rates were either automatically advanced to Chief, or were able to be promoted to Chief as of 1 April 1893, the day the order went into effect. Thus a large number of Navy personnel made Chief simultaneously, and there was no single Chief before any other.

There is, however, one Jacob Wasbie who served aboard the USS Alfred with John Paul Jones, whose official job title changed from Cook's Mate to Chief Cook on 1 June 1776, before the concept of petty officers was formalized. This is the first recorded use of the word "Chief" being used in a job title in the US Navy.

Morris, USN (Ret.) enlisted in 1903 at the age of 15. He was part of the Apprentice Boy program and was the only active duty sailor entitled to wear a knot symbol on his uniform. In 1937 the U.S. Navy classified him as an "old timer" and yet he continued to serve for another 20 years. He was stationed on battleships, cruisers, torpedo destroyers, and submarines. He also served in the "Great White Fleet" from 1907-1908, a US Navy program fostered by then President Teddy Roosevelt. The Great White Fleet was a worldwide round the world cruise performed by 16 US Navy battleships of the Atlantic Fleet. Chief Morris was the founder of the Great White Fleet Association which held annual reunion dinners to commemorate the cruise at the U. S. Grant Hotel in downtown San Diego. He was awarded medals from nearly every country in the world and made Chief in 1919. During WWII, he was 55 years of age when he was part of a crew to help raise all but two of the vessels lost at Pearl Harbor. He retired on January 31, 1958 at the age of 70.
