I'll say the captain because he underestimated the iceberg and the Titanic sank because of it.
I'd say it was a number of different people.
1) The people who built the ship used iron rivet's with a lot of slag in them (this made them brittle).
2) Joseph Bruce Ismay because he pressured the captain into going faster.
3) The captain because he did not just ignore him, also the captain thought that anything big enough to damage the ship would be seen in time.
4) The Titanic's wireless operator because he did not relay the last 2 messages to the captain.
The ships architect Tomas Andrews only put watertight bulkheads up to E deck.
Several people shared culpability in the sinking, including the White Star line, the designers, the builders, and the crew. But most importantly, the Captain has the ultimate authority and responsibility, and did eventually go down with his ship.
Those who share most of the blame for the sinking and/or loss of life :
Captain Edward J. Smith
- Went to bed and ignored the warnings he had received about the ice field ahead (but to be fair couldn't be expected to stay awake the whole journey, and had a second in command whose reactions could have been the captain's)
-Told Jack Phillips (Radio Operator) to ignore the ice warnings and to send the first class Easter messages.
-Should have assured that binoculars were provided for lookouts (they'd been lost)
-The entire crew was not trained how to use lifeboats
-Listened to Ismay, nominally his employer but not official crew (see following section)
Bruce Ismay (white Star Line owner)
-Told captain to go full speed although they had received ice warnings
-Told the ship designer to include 1/2 the number of lifeboats as passengers (he didn't like the ship's appearance with them). They did have many more than were legally required at that time.
-Although only a passenger, he put pressure on people, telling them to do things they didn't want to do
-Saved himself by pushing past people and getting on a lifeboat himself
Thomas Andrews (ship designer)
-Should have designed the ship so that the plates weren't so fragile
-Should have made the bulkheads higher (this would have made it awkward getting around the ship
-Shouldn't have let Bruce persuade him to lower the number of lifeboats
Jack Phillips (radio operator)
-Ignored ice messages and wasted time sending Easter messages (captain told him to)
-Sent incorrect co-ordinates of Titanic to another ship
Fredrick Fleet & Reginald Lee (lookouts)

The combination of all of this minor negligence was the loss of hundreds of lives. The Naval Board of Inquiry named primarily the Captain. The one person who contributed the most to the catastrophe, Ismay, survived only to be publicly reviled and ostracized from British society. He did, however, order changes in equipment and procedures that might prevent future disasters.

Part of blame belongs to the engineering that went into making the ship. The metal was too brittle for use in the frigid waters of the North Atlantic. The so-called watertight compartments were not watertight given that the bulkheads did not seal each compartment. However, in the end, the captain shares some if not most of the blame. It is said he was steaming too fast for the conditions. When he entered the ice field he should have reduced speed. Also, the water was so calm, it was difficult to sight icebergs. If the seas had been choppy, the waves washing against the iceberg might have been spotted in time to steer clear of it.

No one , the Titanic was an accident . The Titanic hit a ice berg . Not even the Captain couldn't have known . Or done anything about it .

there is no real answer to who caused the titanic but some people said it was Bruce ismay and others said it was the captain and others say it was the ship builders.
