No offense, but that's a stupid question, the Babylonians were the first people to have some form of police.

AnswerThe person above should be right. But let's talk about what Romans had... they had a certain number of districts to divide the capital Rome... and every district had its own number of policemen, firefighters, etc. But as the word itself says, the Greece should have been the first culture with a police (polis = city), those who guarantee security in the city. Romans probably (that's my personal opinion and not a historical fact) integrated this into their culture.

The "vigilis" or firefighters acted as the police in ancient Rome. If matters got too much for them to handle the urban cohorts of the praetorian guard could be called upon.

The Roman police originated from the firefighters. Originally there were privately organised groups of slaves who dealt with fires. The emperor Augustus set up the Vigiles Urbani (Watchmen of the City) who were a night watch force which acted as firefighters, worked on fire prevention, and patrolled the streets, especially at night, watching out for burglars, arresting thieves and robbers, searching for runaway slaves, and sometimes dealing with brawls. A more specialised corps, the Cohortes urbanae, dealt with violent crimes, riots, and sedition, When necessary they were supported by the vigiles urbani.

The vigiles were organised into seven cohorts commanded by a tribune which were composed of seven centuries of 70--80 men commanded by a centurion. The praefectus vigilum was in charge of this force, which was financed by a 4% tax on the sale of slaves.

They didn’t invent police. The first police force was 1829 London. In Rome the army was used to control the population.
