Fascist Italy is generally regarded as the first totalitarian state (1922 onwards) with the Soviet Union not far behind. It took a little longer for the Soviet Union to become totalitarian (and it's not in Western Europe). By totalitarian one normally understands a one-party state that is internally monolithic and claims the right to control all aspects of its citizens' lives. It has no regard for human rights and tries to organize and politicize all leisure time activities from amateur singing to sport.
