It depends on the state, but at least where I live, the insurance of the stolen car pays for damages. Check it out with your insurance agent. He/she should be able to give you that information, even if your liability won't cover it.

If a stolen car hit a parked car can the stolen cars owner not be held responsible even if a police report for the stolen car was placed after the hit and run was filled?

Assuming the stolen car was insured, the stolen cars insurance would be responsible. If the stolen car was not insured, the driver, if located would be responsible. If not located then the owner would probably be held responsible. Hopefully the struck vehicle is insured for "uninsured motorist" coverage. Filing the report after the accident would document the theft, but not neccesarily clear the owner of responsibility.

No,, Liability insurance is the minimum financial responsibility requirement in most states. Liability only is the cheapest way to go on your premiums but it only covers damage we do to another person or vehicle. In order to cover a stolen vehicle you would have needed to purchase comprehensive coverage on your vehicle policy.

The mechanic. He should have liability insurance to cover it. A lot of the service tickets have fine print about the shop not being responsible for fire theft, or other damage. So if you have signed a ticket, they may not be responsible.

Who is responsible for stolen items when police tow the car?

If impound was caused by your vehicle parked illegally, then the impound lot or the towing company could be held responsible. If it was impounded because it was retrieved as a stolen vehicle, then no one can be held responsible. However, in both cases, the personal belongings in the vehicle can be covered by either your own auto insurance under the Comprehensive portion of your policy or by your own homeowners/renters insurance under the Personal Property portion of your policy. They are subject to your deductible/s.

If a car that was reported stolen hits your car why would the stolen car's insurance company refuse to pay for damages?

Probably because the owner did not exercise normal precautions and by leaving the keys in the vehicle actually participated in its theft. Call that lawyer who advertises on TV. If he can't get the insurance to pay, he'll get a judgment against the owner. The owner of a stolen vehicle is not responsible for the actions of the thief that stole their vehicle. If there is no liability on the owner, the insurance company does not owe the claim for property damage to others.

Will liability insurance cover a business that purchased stolen goods with out knowing the goods were stolen?

It all depends on the terms of the insurance policy. If it says it will cover that kind of loss, you're covered. If it doesn't specifically cover that kind of loss, you're out.
