Why after repartioning and formatting does your computer say it still has an operating system and won't let you reinstall win98 se?

Make sure that u r installing the program on the ACTIVE partition (the one the computer boots from, this should be letter C:) Make sure that this is the command u type in: "Format C: /s" (u don't type the "). When installing run "setup.exe" from drive D (this should be ur CD drive). The following are step by step instructions: Obtain a windows 98 startup disk. Insert it into your floppy drive and restart your computer. When the startup disk menu comes up select option 1 (Start with CD support) and press enter/return. When it finally finishes starting and u c "A:\" type "Format C: /s" (If this doesn't work try without spaces). When it says "all data on disk will beerased, continue?Y/N" type "y" and press enter/return. When finished it will say a load of random stuff about a volume label. Ignore this and press enter. When the computer restarts select option 1 again. When it's started the comp will say "A:\". Type "D:\" and press enter. Then type "setup.exe" and press enter. It should run the setup. If not, restart and run setup.exe again. Hope this helped.
