If you look at WWII history - American's of Japanese lineage were put into concentration type of camps to limit communications with Japan and others the US considered a threat. Good people were discriminated against because the country feared they were part of the attack on Pearl Harbor. After 9-11 attacks - any that the citizens of western countries consider a possible threat - any who seem to possibly have a tie to Alqueida forces is considered a threat in much the same way.
