It depends on their childhood, and how they are looked after. Like humans, if they don't get much contact or they are abused, or saddened in their life, this will mirror how they act in the future. If a cat is not in contact with humans when it is young, or taken away from its litter-mates too early (six to ten weeks), then it is most likely to be more aggressive as it never learned how to behave around people and in normal situations.

Some adult cats become "mean" if they are mishandled. Cats do not respond well to punishment, whether it be violent actions, sprayed water or harsh voice. It is most likely the cat will respond to this negatively as it will learn to fear the owner (or any other human) not treating it well. This could mean lashing out, hiding, and hiding certain behaviours it knows it will get punished for.

For cat owners, it is ideal to learn your cat's behaviours. What may be "mean" to us is usually just the cat trying to communicate its needs with us. A cat misbehaving is usually not the case, it is just doing something perfectly natural.

It depends on how the cat was raised.

If a cat is raised from a kitten with a loving, caring family, and a safe place to live, the cat will most likely act nice.

A cat that was raised in a harsh environment, with hardly any love or attention, and a bad human memory, the cat will be mean.

The cat reflects on its surroundings.

Not all hand fed cats are mean. Some cats are naturally protective of food, especially if they have had a bad experience previously. Many former stray cats can still be protective of food many years after, due to the uncertainty of getting the next meal.

They're not mean to their kittens. It's just that after some time the mothers have to leave their children so the kittens can go and explore the world and fend for themselves because the mother feels they are not her responsibly anymore because they have become bigger and she no longer wants to supply them with food. I'm sure it hurts the mother too to have to let go of her children in such a harsh way but she must do it if she wants to survive too. The mother's way of letting their children go may seem a little 'mean' but it's only for the best, and 'mothers know best' at the end of the day.

She is not mean to her kids, she is teaching them right and wrong. Cats hiss and slap their kids with their paw gently, to say no. And those little rascals tend to bite her...

Also, sometimes the cat mother gets really tired taking care of her young, same way as human mothers do. So she becomes a little more on-edge. If you follow the mother cat you soon notice her temperament changes to loving right after.
