They are both.

Green beans are the immature seed containing structures of beans that develop from the flowers of the plant. Since "fruit" is scientifically defined as "a part of a flowing plant that derives from specific tissues of the flower, mainly one or more ovaries", green bean are technically fruit.

However, the term "vegetable" (unlike fruit) is not a term based in Biology, but rather on culinary and cultural tradition. As such green beans are also considered vegetables.
