They are disliked because they are leeches. They do not pay taxes, because in order to pay taxes, they would need to register, and they would be removed from the states. They are required to get an immigrant visa, and we do not wish to appear weak. If we let them through, more will follow, and soon, the majority of the U.S. won't be paying taxes. So the American citizens are paying taxes, while paying people who don't pay them. In other words, they can't speak English, and they don't pay taxes, but they are getting payed by American citizens.
