Why are kids helping kids so rare and was there a time where they did?

I believe it's the parents fault for not raising their kids with good morals and good down home values.
nobody wants to stop and help but they know how to scream for it when they need it.

Kids do help kids a lot, even nowadays. In some environments they don't, but there have always been good and bad.

A lot of kids help kids. I think it doesn't make a good news story to say Johnny pushed Billy in his wheelchair again today, while Johnny pushed Billy out of his wheelchair makes headlines. Why not try and find examples of kids helping kids and talk about them. If that's what gets people talking more people will do it.
