I talked to a local station operator/ friend of the family in Washington state, he changed to another vendor because Shell increased the length of the franchise contract and increased the penalty for changing or closing the station. Those two factors made it too risky to stay with Shell, too many unpredictable scenarios could ruin him if locked into the length of contract they required.
