You typically see black traffic lights in areas of the West Coast's sunbelt. Mostly, areas of California, Nevada, and Arizona.

The need to paint traffic lights in this part of the country black instead of yellow is due to lots of sunshine. The black paint absorbs the sunlight instead of reflecting it back into the eyes of the driver. This allows the driver to more easily see the light of the signal especially during sunrises and sunsets.

Usually, signals are painted yellow to attract attention from drivers; just as school buses are painted yellow. However, yellow is a highly reflective color and it just does not work in areas with lots of sunshine. Municipalities choose to experiment with different colors and styles of lights and lenses. Some have louvres so you can't see them from the side street.
