Eyes are not so much windows into a person's "soul" (if you can define what that is), as they are a means of determining how an individual is feeling, if they're telling the truth, if they're guilty, lying, earnest, etc. Our eyes are very good at betraying our emotions to others and play a key role in face-to-face communication.
