this could be 1 of 2 things
1. blossum end rot(cause by water stressed plant.
2. to much nitrogen or not enough fertizer

note: stressed chili pepper plants will produce hotter peppers

they have to fall off to produce fruit or vegetables. but they must be pollinated to actually do anything.

Once pollinated, the flowers wither and the tomato forms. That is normal.
