AnswerFoam in a fish tank can be caused by a couple of reasons:

1 - The water has excess amounts of waste. The bigger the fish the more waste is created. Do a partial water change no larger than 30%. If you still see foam, wait another day or so for the parameters to level out, and then perform another partial water change.

Fluctuations in water parameters stress fish and lead to death. This is why you shouldn't change more than 30% of the water in one hit. Water changes of 50% should only be used in emergencies (pH crash, ammonia spikes etc)

2 - Excess amounts of water de-chlorinator or conditioner. Partial change of 30% should do the trick - ensuring you follow instructions on the de-chlorinator bottle. If problem still persists, change brands or look into Reverse Osmosis/Deionised water.

When bettas breed, the male blows a large nest of bubbles using his saliva to make them last and stick together. He then pushes the fertilised eggs into this nest and guards them, and then looks after the fry for a few days after hatching. Wild bettas usually blow and tend a nest on the off chance that an interested female passes by, as a large nest is attractive to a female. Domestic bettas sometimes do it as well. If the male can see a female, his frothy nest will probably become much larger, thicker and more impressive. Bubblenest building habits vary widely between bettas. One of mine is never happy unless basically all of the surface of his tank is covered in a thick layer of foam, and sulks if I accidentally damage it when I change the water. Some of my other bettas have never blown a single bubble (other than the ones left over from their breathing). The vast majority will build a nest if they see a female. A bubblenest is usually a good sign as a stressed or upset fish will not bother with breeding behavior.

The fish are breathing through their gills and also the filter (if you have one) is why there are bubbles or The fish in the tank needs air too, you can see the air tank inside the tank pumping air in to the tank.

This is the completely WRONG answer. But I left it up to show what a bad and actually opposite answer it was. The REAL reason you have bubbles or "foam" at the top of your tank is:

It is called a "bubble nest". Alot of fish make them, exspecially betas! But don't worry!! This indicates that they are healthy! Leave it in the tank. Some say it also indicates they are ready for breeding. However I wouldn't suggest you try that as betas are really hard to co-exist with other betas.

Fish "breathe" oxygen in the water by using their gills. The bubblers pump air which contains oxygen throught the tank, giving the water (and fish) more oxygen than what would pass through the water surface by itself.

Of course, if the power goes out, or you need to move the fish with no air bubblers, they can suffers as compared to never having used air bubblers, at all.
