they determine weather or not it bonds. the valence are the outer shell, the noble gases don't react because the shell is full. but molecules want to have 8 total so they can share or trade, but one can give all its valence to another atom which fills that one and the other one's lower shell is full. look in a chem textbook, talk to your teacher or look online if you want a more in-depth explanation
