Yes they can be. People often have them on the hands, ankles, wrists.
Because you have little fat to cover it, and the muscle pushes it up, which makes it visible.
Veins appear under the surface of the skin. They're the blue one. To make them more visible you can restrict the blood flow by squeezing your arm or around the vein you want to see.
Arteries, veins, & capillaries are the three main veins while drawing blood in arm
The three main veins in the arm are:brachial veincephalic veinbasilic vein
The radial and brachial. The basilic vein and the cephalic vein are the most important superficial veins of the arm.
You definitely could have painful swollen veins in your arm after having your blood drawn many times. This happens frequently.
the top side is normally brighter with semi-visible veins. the underside is normally darker with very visible veins.

On some areas of your body you can see your veins. It could be because you are hot, veins rise to the surface of your skin to cool you off. The same reason elephants flap their ears, it puts cool air on the blood and helps cool them off.
If they're visible, they're near the surface, and probably are indeed warmer than surrounding tissue.
