First rule out an obvious cause like a burned-out lamp. Do this with the key on and headlight switch on, in both low-beam and high-beam. If you don't find any, with the headlight switch and key on, look where the beam of light passes through the plastic lens on each headlamp assembly. If that lens is clouded and/or scratched such that it is lit-up by the headlights, that's where the light intensity is being lost. Unfortunately the only remedy is to replace the entire headlight assembly - probably both sides - and they're expensive.

I just got this diagnosis from the VW dealer. His price (parts and labor) was over $400 for each side. If you need this I suggest you also get a price from a reliable auto body shop.

I had the same problem!!! I have the plastic outer lens on my B5.5 Passat. I got a kit that you use on your headlights to get rid of the scratches and fading. You can look for it on the net, It is Glassylite. IT WORKS WONDERS!!!!
