Babies are generally born without teeth. They learn the mechanics of chewing with their gums first, then the teeth make it easier as time goes on.
It is highly recommended for babies to be fed mush food until they are 6 months old. Feeding them solid food before that age is dangerous because the child isn't physically ready. The fact that babies are unable to sit or keep their heads up makes it hard for them to chew.
