Part of the decision is economic, as you lose "market share" if your service area overlaps too much with a competitor. Having more ambulances per group would often simply add more cost to their bottom line, as they might remain out-of-use half the time (as might underused paramedics). Another factor is time. You don't want to send your ambulance to such a far point that the round-trip time of transport exceeds the expectations and safety requirements of the destination hospital.
