There are several criteria that are required to give an evaluation of a bill (banknote):
The denomination, the country of origin, the year of printing, and the condition are important. If the bill was issued in the United States, it's also important to note whether it has a small "series letter" next to or right under the date, and what color ink is used for the bill's seal and serial number.
If one or more of these criteria is missing an evaluation is not going to be very accurate.
It's also helpful to make sure you have read the bill's type correctly. Up till 1966 U.S. bills were often printed in different varieties. These can be identified by the legend at the top of the bill's front; e.g. "Silver Certificate", "U.S. Note", "Federal Reserve Note", and so on.
Finally it is always insufficient to ask for a bill's value based on its serial number. The criteria listed above are far more useful. A serial number is just a counter and it is very difficult, if not sometimes impossible, to link back to a bill's date of issue.
