Because it doesn't matter if it is night or day - light from the sun is reflected off the moon to your eyes. The surface of the moon is very light in color and thusly reflects almost all visible light off its surface and at night this is why the moon is very bright. During the day it will appear white or gray because of the sunlight it reflects.
It IS possible to see the moon in the daytime, and it is not a rare event.
