You most likely port forwarded wrong, or your firewall is blocking connections.
Make sure the port is forwarded correctly and that the firewall is allowing Terraria server.exe through.

There are no main server on terraria so I would suggest google searching "terraria servers" and see what comes up. I have done this and been on multiplayer.
