To make people ask questions about it! Actually a toilet flushing on TV is called comic effect. We generally don't expect to hear a flushing toilet on TV, but then we never expected to hear 90% of the remarks that came out of Archie's mouth either! Some might even call it all "potty humor" so the flushing and the yapping were one and the same.
