54-40 referred to 54 degrees 40 minutes of latitude which where the US wanted the boundary between Oregon and Canada to be drawn. The slogan indicated that he was willing to go to war to get what he wanted and the voters apparently agreed. As it turned out, the US did go to war with Mexico, but negotiated a peaceful settlement of the Oregon question and agreed to a boundary of the 49th parallel, considerably south of 54-40.
