Ironically, he was the real casualty of the Monica Lewinsky scandal, not Bill Clinton.

The news of Bill Clinton's affair with Monica Lewinsky broke out just before the mid-term elections in 1998. The Republicans hoped the dip in Bill Clinton's popularity would allow them to get more seats. Gingrich predicted they'd make a net gain 6-30 seats. Instead they made a net loss of 5 seats. The Republicans won 6 seats, but the Democrats won 11.

During the campaign, many people had felt the Republicans were only running on the issue of the scandal, rather than policy. As with the previous House election, the Democrats campaigned hard against the policies of Newt Gingrich, who had never been popular ever since the Government Shutdown three years earlier.

Many Republicans turned on Newt Gingrich after the results came him, believing he was becoming a liability. Committee chairman Bob Livingston, a key ally of Gingrich, anounced he would challenge the Speaker. Gingrich decided to resign from the Speakership. He then decided to resign from the House of Representatives altogether, as he did not want to overshadow his successor.
