Nicholas II abdicated the throne during the February Revolution of 1917, because he had lost control over the police and the military forces in Petrograd and other cities where rioting had broken out. He no longer had the power to stop the chaos. His ministers, members of the Duma and others convinced him that only his abdication would restore order. He reluctantly saw that this was true and stepped down from power. The rioting stopped and a new government took over.
