Nicholas II abdicated the throne during the February Revolution of 1917, because he had lost control over the police and the military forces in Petrograd and other cities where rioting had broken out. He no longer had the power to stop the chaos. His ministers, members of the Duma and others convinced him that only his abdication would restore order. He reluctantly saw that this was true and stepped down from power. The rioting stopped and a new government took over.
Nicholas II believed he had an obligation as Tsar to retain complete autocratic control over Russia as all the Tsar's before him had done. Both he and most of the peasant civilization of Russia believed that the Tsar was practically sent from God. Nicholas II believed he had to be true to that concept.
