While he watched his child on a ride built for children only, he came up with the idea an amusement park where parent and child could share in the ride experience. Actually I think you mean when did he make the Walt Disney Company. It was founded in 1923 with the creation of Oswald The Lucky Rabbit whom was taken away from him by Charles Mintz in February of 1928. Walt Disney needed a new character and fast so on a train he made Mortimer Mouse. He named him after a mouse he had met once. His wife thought that Mortimer was a stupid name and he changed it to Mickey. Mortimer was the made into Mickey's Enemy when Mortimer flirted with Minnie. Mickey was a great success and today, he's the most popular actor/character ever.
