Why did West Germany not become a member of the European Union in 1957 - 1995?

Confusion!

West Germany was one of the original founder members of the European Economic Community (EEC) when it was set up in 1957.

It looks to me as if you're confusing West Germany and Austria! The country that joined in 1995 was Austria. During the Cold War Austria was pledged to strict neutrality and couldn't join the EU at the time.
