With Poseidon god of the sea Zeus didn't want anyone challenging him for supreme god of the heavens and frankly only Poseidon and Hades have the power to do that.Also in some mythology Hades wasn't tricked just Poseidon and Zeus basically already called dibs on sea and heaven respectively. He also has no regrets and believe it or not Zeus felt sorry for him and helped him get Presephone as a queen and protected him when Persephone's mother, Demeter, wanted to take Persephone back creating the compromise where she comes back in the spring and goes to Hades in the fall.
