Hoover hung onto his hopes between Tariffs regardings Agriculture (farming) and the Great Depression and before he was finished over 8 million Americans were unemployed. Not all Americans blamed Hoover and it is complex.

Hoover was in office when the Stock Market crashed in October, 1929 and the Great World-wide Depression first became obvious. Not surprisingly, he did not immediately know how to fix it and so was blamed for it.
