I don't think that why should matter. Like there is an okay reason to gather our personnel information. That is what the hack was doing. They did not shut the PlayStation down and only tried to secretly enter into the system and look at information contained in the records of the PlayStation Users. Sony shut the system down when they learned that there system was hacked. The experts that were hired learned what information was looked at in there investigation of what was done. Sony is keeping the system down until that can bring the system up to a level where it will be protected.
