Many people had no way to leave New Orleans, and many of those that did had no where to go, nor any money to go to a hotel. Also, no one had any idea of the devastation that would be caused by Hurricane Katrina, and many people on the gulf coast have been in hurricanes before, with no catastrophic results. So, because of this, they felt it would be safe to ride it out in their own homes, as they had before. What many people don't realize is that it was not the winds of the hurricane that caused most of the devastation and destruction, but rather the levees that broke. They had no way of knowing the levees would not hold up, and there were no warnings that it could happen. It was the flood waters from the broken levees, rather than the high winds that caused most of the damage and deaths.

Over 10,000 people were made homeless after hurricane Katrina and that is just in new Orleans! Also there was a catastrophic flooding of the lower part of it.
