The Soviet satellite states revolted. On December 5, 1991, the leaders of the Soviet Union met, and said they formed a new loose federation, the common wealth of independent states and whoever wanted to, could join. So on December 25, 1991, Gorbachev resigned as the Soviet president, and all the satelite states became independant and the USSR became the Russian Federation.
