Five cities were on the atomic bomb reserved list.
For the first mission Hiroshima was arbitrary selected from this list as primary and it was clear when the planes arrived. If there had been bad weather the secondary would have been bombed instead.
BTW, Nagasaki was the secondary for the second mission, bad weather at the primary saved that city.
The only city on the original list of five to not be selected as a primary or secondary was Yokohama.

The United States was neutral in World War two until Japanese attacked Pearl Harbor in December 6 1941. After almost five years of cruel fighting and dying, President Truman wanted to end the war and to collapse Japan's means to make war again.

It is a weapon of destruction. When first tested with only thirteen pounds of the explosive, the bomb left a crater six feet deep and twelve hundred feet in diameter as well as causing a sixty foot steel tower to literally disappear. This test which occurred in New Mexico was visible from two hundred miles away and could be heard up to forty miles away.

It might be far fetched but Eisenhower was a grand master Free Mason at the time and nuking catholic cities might have been a deciding factor.
Actually, Tokyo was the first choice but was put aside because Hiroshima was a better military target.
President Truman stated that Hiroshima was a military strong point to justify it. We could see that Hiroshima was choose because the high count of people living and working there.
The first target was originally Tokyo, but bad weather forced the bomber to turn to it's secondary target, an industrial center and a vital target.
