Please don't think me a 'movie snob', but the bird attacks are really not the point of the movie.
Overall, the movie is about human relationships and how fragile they can be. If you replace the bird attacks with anything else (tornado, flood, plague, dancing bears, etc), its' really about the people.
There are a lot of stories within the movie: Melanie and her absent mother and distant father, Mitch, indecisive in his relationships; Mrs. Brenner, afraid to let any woman get close to her son; Kathy, looking for a big sister (and younger role model) than her mother. Annie (the school teacher) and her unrequited love for Mitch.

Though it may be obvious that the film was about human relationships, the birds were used as a plot device. The only explanation given in the film was by a drunk who explained that it was a sign of the biblical apocalypse.
Due to the fact that the film was not Science Fiction, the cause of the behavior of the birds was not elaborated. However, it was implied to be a sign of the end of times (supernatural).
Most likely the cause has to do with atomic bomb testing during the 1950s. The birds were reflecting nature in disorder due to humans destroying the environment with insecticides (read Silent Spring-1962- by read Rachel Carson) and nuclear testing. It's the birds or it is the end of the world, a phrase uttered by a drunk in the movie.

The world's birds suddenly start attacking humans, and a small group of people must take refuge and try to figure out how to stay safe during the attacks.
They weren't actual birds, just puppets, or someone sold the film of them in a large flock to the director. So like when the children were fleeing the school and there were birds on some of their shoulders, they were actually holding the birds and looking terrified.
