It was not the right time. Slavery was part of life in the colonies and had been around since 1619 when the first slave arrived. He owned slaves, was a southern plantation owner as well and he couldn't do it as president because it takes the approval of Congress. The southern states were very dominant in Congress and in writing the constitution they had all ready compromised on the slaves with counting them as 3/4 a person. Washington also had a full agenda as the first president and he knew that the issue would come up again.
