Some of Mexico's traditions have a religious origin. One of these is the "sweet fifteen" or "quinceañera" celebration, where the honored girl is "officially" presented before society, also making known that she is now available for marriage. Now, most Mexican girls of urban background don't marry until they are 20 to 35 but the tradition persists.
On the other hand, most parents make an expensive effort to celebrate such occasion (up to 5 or 6 months worth of salary), organizing a "fiesta" honoring the girl before family and friends. Trying to celebrate sweet 15 and then sweet 16 would be redundant and expensive as most families in Mexico have 2 or 3 children per couple.

It is not unusual to celebrate a birthday at any age; the only thing different about the 16th birthday party is that we describe it as sweet.
