Why do all standard 2007 michigan license plates start with the letter B?

I called the Michigan Secretary of State and the standard plates don't all start with B. They actually started with A and they are going through the alphabet. There just happens to be a lot of Bs. They are currently (Nov 2007) coming to the end of B and will soon begin with C.
