Not washing the area in the shower, sweat will dry there and it will irritate the scrotum (ball sack). Do not assume someone doesn't take showers when they itch their balls, the person could just be sweating in the area, probably because his shorts don't allow air to get down there
to prevent an itchy ball sack:
-take showers often and wash your penis and scrotum.
-wear breathable pants such as Basketball shorts. switching to boxers instead of briefs will help to.
-apply baby powder to the area to soak up the sweat before it drys, but remember this is used only to prevent more irritation not reverse it.
-change underwear as often as possible
-do not scratch. yes it feels good but a minute later it will come back worse!
