Mostly because the Artist drawing those cartoon characters didn't mind if his people were missing a finger. So it's more of a fake person. Technically it's a careless artist who finds that the show is more important than the actual characters. But, when cartoons have 4 fingers NOT 5 it's NOT an accident!
The reason is, so that children and adults see the characters as not human, and to not try those antics at home. It is a precaution at separating reality from fantasy, which is a must when viewing the real world as apposed to a cartoon world. Good day!

∙ 6y agoActually, all humans have four fingers and a thumb per hand. Or, If you mean 3 fingers and a thumb, drawing that number can reduce the time it takes to draw. Also, drawing 5 fingers can look awkward on bubbly cartoon characters.
There is debate as to whether the thumb is a finger. It is opposed and thus is treated as distinct thus the different name. And it has nothing to do with time to draw otherwise they would all have one finger... It is because of the proportion of cartoon characters. Their fingers are drawn much larger (thicker) than actual fingers so leaving one off looks proportionally better.
