That's funny...and probably true to some extent. But the real reason is that dogs mark their territory with scent, and the scratching is to spread the scent over a larger area. Male dogs hike their legs when they pee for a similar reason; to give the impression that they're bigger than they really are.
To spread their scent, this is instinct and should be ignored.
Wild cats will mark their territory by slashing tree trunks. I think it's something similar when a dog kicks up dirt after pooping. He's wiping extra scent from scent glands on his paw pads on the Earth as an extra, "I was here," indicator. Not all dogs do it, but in my personal observations it tends to be middle management dogs who do it. These are dogs that either don't feel confident as a leader (aren't senior dogs) or haven't accepted a lower position in the pack. They're the ones vying for status.

Mature male dogs hike their legs against objects for a similar reason...to spray the scent higher and make themselves seem larger to other dogs.
if yours is anything like my dog he sometimes misses the ground and hits his feet he wipes his feet after that but that's it.

Raise their speech to 3500 so they can ask fro the potty first. The will not go in the potty in the beginning, but the higher your baby's hygiene is, the more likely they will be go in the potty.
Dogs sometimes chase after cats because it is their nature. They are descendants of wolves. But, the cat will protect itself and might scratch the dog. Sometimes the cat will fight back and it might not end well for the dog.
