I'm not really a professional in canine behavior. But what i know is, dog mainly lick their paws due to 3 main reasons.

1. Pain/irritation. There may be mites or skin parasites that is irritating them. Or maybe infection on the paws?

2. Allergy. (itchy?) Food allergy or sensitive skin that causes skin allergy.

3. Boredom. When they have nothing to do, they lick their paws or chew their paws or lick everywhere else.

Most would think that the pads on a typical cat would be for landing, but they are actually used for sensing vibration and temperature. These are two reasons for the pads, but the main reason is that cats sweat through the pads on their feet, the one and only place where this function occurs.
