I'm not really a professional in canine behavior. But what i know is, dog mainly lick their paws due to 3 main reasons.
1. Pain/irritation. There may be mites or skin parasites that is irritating them. Or maybe infection on the paws?
2. Allergy. (itchy?) Food allergy or sensitive skin that causes skin allergy.
3. Boredom. When they have nothing to do, they lick their paws or chew their paws or lick everywhere else.

it is just their pigment or it is callusing. my first dog had black pads and I thought all pads were just black but when I got a new dog it's pads are pink with a little black.
