All dogs do this, and the answer is not entirely clear, nor is it likely to be just one answer. Dogs are known to lick their paws in times of anxiety, and can go at it almost obsessively, even creating small wounds in extreme cases (jsut treat the wounds as abbrasions --- they rarely get beyojnd that level). This behavior stops when the source of the anxiety is removed -- so you may have to do some detective work. Also note that the only real sweat glands on dogs are in the feet, and are thought to be part of territorial marking. So good foot hygene has a stroing place in the dog's natural history. Finally, plants that need to spread their seeds wildly often use animals like dogs to do this, and develop seed pods/burrs that are stunningly well designed for snagging a dog's hair (they do have hairs between the pads of their feet btw), and hitch a ride. While they're attached to the dog, they're irritating, so your dog may be trying to get rid of one of these unwelcome riders. If the licking persists, get out the magnifying glass and the flashlight, and examine those feet carefully, and see what you find.

There is probably an enticing scent there (dead worm, raccoon urine) that he wants to "wear" by rubbing his face in it. Very common dog behaviour.
