Fleas are biting them.
Dogs with scratch, and lick themselves
Dogs scratch for many reasons. They could have fleas, dry skin, dandruff, ticks, or just an itch. They can not get lice.
dogs rolling on decayed matter is just coincidental. due to thick fur dogs roll to either scratch their back or to cool themselves up.
Dogs will scratch their fur if they have an itch, if they have fleas, if they have allergies or are allergic to something or even if they have anxiety or they are nervous. Just ask your self why humans scratch themselves and you'll have your answer. If the dog scratches themselves alot they could cause rashes or cut them selves. Bring them to the vet if they scratch all the time, or just give them a bath and see what happens. (i would recommend very sensitive dog shampoos or baby wash)
dogs + cats = scratch scratch scratch

It could be their way of letting the owner or friendly human know that it feels good that or they believe that they are scratching themselves and mimic the movement.
they can scratch your dogs throat, and maybe get stuck in their throat!

No. A cratch is a holder for fodder. Mice do SCRATCH, though. They occasionally scratch themselves with their back paws.
