She does that because (most probably) he is the alpha dog. It is the same in my house. Like wolfs, there is the leader of the pack, in this scenario, your husband. This may not be the answer, but if your dog is pretty obedient with your husband then this is probably the answer.

No a goat will not pass out if you stare at it. LOL Though you might if it stares at you long enough, they are the masters of eye contact esp. when hungry. The only goat that will appear as if it is passing out is the fainting goat and they do that when startled or frightened. Well, ive watched the film 'the men who stare at goats' and apparently its suposed to be based on a true story along with the other information which it describes in the film.
