It will get all over them unless they lift their legs to pee. More importantly, if it gets on the dog it will not "hit the spot" many canines urinate to display territory and show dominance. If it is on their leg- it does no good.
I was reading on this today. What I found is that dogs do mark their territory as the previous answer indicates, but they lift their leg higher in order to get the urine just a little higher to appear as though that dog is bigger (more status) the he really has. Is it true? I don't know, but it sounds plausible.

They use these things because they are marking their territory. Each dog has a different scent to their urine. As a dog runs around they are always sniffing everything. They are checking the scents that were left by other dogs. Once they find a scent of another dog, they also urinate there as if they are letting the other dog know that they were there. It's kind of like calling on the phone and no bodys home. They leave a message.
