It could be doing lots of things like:when its sleeping,or it just might be sick.You need to wait just in case it wakes up.If it doesn't wake up after 12 hours(It matters on how long it has been there), you need to take it to the vet to get it treated or to see whats wrong.I hope my answer helped you.Good Luck!

Being a fresh water or salt water environment, the first issue could be the temperature is to high, the fish seek lower water as heat does rise. Another reason could very well be the acidic or alkaline of the water, which will effect the baffle or bladder control of certain fish. This means that if the water PH levels do not agree with the particular breed of fish, it will have difficulties maintaining elevation within the tank & gives up to sit on the bottom. The last possible choice I know of with out knowing more of the situation, is that the fish is having a hard time getting food (other greedy fish, unable to acquire food at feeding time or injured) will force a fish to bottom feed to try to survive. If the bottom feed is a possibility, suggest a separating tank with your tank & feed specifically to the starved little buddy. Fish tend to be afraid of anything bigger than they are, if there are larger fish in the tank they may be hiding from them or from you.

If you dont already have one get an aquarium light for on top of the tank, it does the same thing as lights in your house. It is easy to see in from the outside and kind of makes a mirror out of the glass from the inside so the fish can relax.

You should also provide some places for them to hang out where they can feel safe like rocks and plants and place them toward the front of the tank.

They will become used to the activity after a while and recognize that your presence at the tank means food ( usually ) and they will be more comfortable when you approach.

It depends. One good reason is, there's not enough bacteria in the tank. You may need to buy a simple decoration that requires an air pump to blow bubbles in it. It looks cool, but on the real, it cures your water in some way. Once your fish have oxygen blowing in the water, they will be swimming around a lot.

If this doesn't solve your problem, take a look at your heater and check whether it's working, it may have the water feeling at a different temperature.

Another possible reason would be to do a water change. I do a water change just about every 3-5 weeks depending on the color of the water.

Your fish may be dead. But if it is showing signs of still moving slightly then it may be in water that is too cold or the water quality levels aren't right. Without knowing what specific type of fish it is, I can't suggest what levels the water quality should be at. It could have dropsy or a bloated water bladder from inadequate water quality. The tank should also be a suitable size (at least 1 gallon of water per inch of fish). To keep your fish in a good quality condition also, vary its diet.

A safe bet is to buy a water quality check of some sort from your local aquatic store and ask one of the staff what levels each aspect of the water should be at for the particular type of fish you have. If you are unsure of the ideal temperature for your type of fish too, inquire also.

Always bear in mind that fish illnesses are rarely down to anything other than inferior water quality, lack of space, unvaried diet or incorrect water temperature.
