From a technical point of view, a hearing aid could be constructed without magnets.

But to consider one that does:-

A hearing aid is a device that picks up sound pressure waves with a small diaphragm. The movement of the diaphragm then moves a magnet through a coil of wire and this movement produces an electrical current in the wire. A device that transfers one form of energy to another is called a transducer, and the above type of transducer is called a microphone. This current is amplified with electronic circuitry, and then used to drive a tiny loudspeaker. This part of the process is closely the inverse of that of the microphone. This transducer converts electrical energy into variations in air pressure. Inside the ear canal.

Another use of a magnet in a hearing aid is where a tiny magnet is used to hold the small batteries while they are being transferred from the supply source to the battery compartment in the hearing aid. Remember, many of those who use hearing aids may also have trouble with sight, or tremors. Very smart!

And to finish, an electromagnet is only one type of transducer. A piezoelectric transducer is a quite acceptable substitute, when properly designed.
